This pilot special for a possible comedy series for the comedian features Carl Reiner, Ike and Tina Turner, Gabriel Kaplan and Ken Mars. Highlights include an appearance by a "special mystery guest," a neighborhood jogging session that gets wildly out of hand, a soggy golfer with very devoted fans and a Halloween trick-or-treat that backfires. Perry Como heads a one-hour variety special Tuesday on CBS and Dick Van Dyke does the same Thursday on NBC. NBC has a TV-movie Monday starring Shirley Jones as a reporter and ABC has a TV-movie Friday recalling Orson Welles' "War of the Worlds" scare. There's a new "Peanuts" special scheduled by CBS for Tuesday.

Also on Tuesday, NBC offers David Brinkley narrating the first of three Bicentennial documentaries. Here are the specials and other program notes: MONDAY 9-11 (Ch. 4, 5, 8, 10) TV Movie. "The Lives of Jenny Dolan." Shirley Jones stars as a reporter who, when trying to uncover a conspiracy surrounding a governor's assassination and three other nearly simultaneous deaths, finds her own life in jeopardy. The cast includes Stephen Boyd, James Darren, Farley Granger, George Grizzard, David Hedi-son, Pemell Roberts and Dana Wynter.

9-12 (Ch. 7, 12, 41) Football. The Minnesota Vikings clash with the Bears at Chicago. TUESDAY (Ch. 4, 5, 8, 10) Special David Brinkley is the reporter for "Life," the first program in a series of three Bicentennial documentaries titled "Life, Liberty and the Pursuit of Happiness." The producer says the first program "will examine what this country is now, not what it was in the 1700s.

The continuing story of America has been the desire of people all over the world to come here. As a result, the thrust of the program will be a study of the people who did." (Ch. 2, 3, 6, 9C, 25) -Special. "You're a Good Sport, Charlie Brown" is a new "Peanuts" special in which Snoopy makes his debut as the world's greatest tennis player. Tennis is not the only sport saluted by artist Charles Schulz.

The main plot of the show involves a motocross competition between the Masked Marvel (Snoopy) and Charlie Brown. 9-10 (Ch. 2, 3, 6, 9C, 25) -Perry Como. The singer is in Lake Tahoe, for an hour of comedy and music that features Bob Hope and Anne Murray. Billie Jean King, Sandra Palmer and Suzy Chaffee demonstrate their athletic skills along with a hang-gliding specialist and a pair of skateboard artists.

(Ch. 4,5,8, 10) -Police Story. This series expands to 90 minutes tonight only to present a pilot for a possible series. It's called "The Cut Man Caper" and it deals with sum oca FRIDAY 9-11 (Ch. 7, 12, 41) TV Movie.

"The Night That Panicked America." This drama is based on the true events resulting from a famous radio broadcast that sent millions into the streets convinced that America was being invaded by Martians. The broadcast started at 8 p.m. on Oct. 30, 1938, when a group of radio stars began to enact an adaption of H. G.

Wells' "The War of the Worlds." As the broadcast progressed, the calmness of the studio contrasted markedly with what was going on outside. In cities and towns around the country people were listening and believing that America was indeed being invaded by Martians. Long before the broadcast was over the streets and highwavs were filled with panicking "Americans. Paul Shenar portrays Or son Welles, whose drama company produced the thriller. Also featured are Vic Morrow, Michael Constantine, Eileen Brennan, Meredith Baxter, Tom Bosley and Will Geer.

(Ch. 2,3,6, 9C, 25) -Movie. "The French Connection," a multi-Oscar-winning film, makes its television debut. The 1971 production, starring Gene Hackman as a narcotics detective, is a suspenseful thriller that features a classic car chase through the streets of New York. Director William Fried-kin says "the picture is designed to be entertainment.

She and her ex-husband, Eddie Fisher, star Monday in "Butterfield 8." The lavish spectacle, "Cleopatra." is presented as a two-parter Tuesday and Wednesday. Thursday's offering is "Cat on a Hot Tin Roof and Friday's is "Suddenly Last Surn: mer." "It's One World" is the theme at 7:30 p.m. Tuesday when WJIM-TV (Ch.

6) presents "Collage," a locally produced monthly program for and by youth. Ken Smith from Sexton High and Paige Renko-ski from Okemos host a show that includes the premiere of a recording of "Jaws" by Popcorn Riley. Guests include local horseman Rick Foster, the girls' basketball team from Dansville and Teri's International Dancers. Highlights include the Mexi-" can Independence Day celebration with foreign exchange students from Sweden and Japan, a performance by young jazz organist Natalie Riddle, a visit with a Chinese family, an editorial by Mike Dietrich, a discussion of the Scorpio sign, a Bicentennial Minute and an East Lansing school dance. On Tuesday. Arthur Kennedy stars in "Boomerang," the true story of a man on trial for the murder of a clergyman. "All About Eve," an Oscar-winner starring Bette Davis and Anne Baxter, airs in two parts on Wednesday and Friday. SALLY STRUTHERS is the co-host of the Mike Douglas Show at 9 a.m. weekdays on Ch.

10 and 12. On Monday, there is a special edition saluting guest Bob Hope and featuring film clips from some of his old specials. Also on hand are Vic Damone and the Duke Ellington Orchestra. Douglas' guests for the rest of the week are not available. JOHN HENRY FAULK, the subject of a recent special.

"Fear on Trial," has been signed as a regular member of the cast of "Hee Haw," which airs on Ch. 6 every Friday at 7:30 p.m. Faulk arrived in Nashville this week to begin taping 11 segments of the program. He will tell stories about "the folks back home" just as he did on radio many years ago before he lost his job because of a blacklist. ELIZABETH TAYLOR'S movies are featured at 4 p.m.
