Mediation Meet Set Hotel Roosevelt Strike Talks to Be Resumed Here Tuesday Roy Q. Snyder, state labor mediator, said Friday he had sent out telegrams to both manage-! ment and union representatives to attend a mediation session on the Hotel Roosevelt strike in his office Tuesday at 10 a.

m. The hotel has been operating on a reduced basis since it was struck Dec. 10 by Local 235 of the Hotel-Restaurant Workers and Bartenders union. Snyder noted that the meeting was being called on his own initiative. Previous meetings have been set at the convenience of both parties, he noted.

A session 10 days ago pro duced a management offer which was rejected by the union membership. Calling the new meeting, Sny der said, was prompted by a growing "pressure" for settle- ment of the strike. This was mainly composed, of persons who were used to staying at the ho-1 tel or making their headquarters there, he said. Under the state labor media tion law, representatives of the two parties are required to at tend the meeting, Snyder said. Resignation Submitted ByWoolnerl (State Journal Capitol Bureau) Sidney H.

He, as well as other superintendents, points out that the years-ago concept of custodial care, where most patients just "sat," was the "cheap way of treatment." "Active" treatment, involving drugs and other therapy, which finds the regressive, silent pa tient becoming more active, the disturbed, combative patient being quieted and many more of them making faster progress to ward home costs money. And it shows up in many ways not just in the cost of drugs, the salaries of doctors, nurses, attendants and other per sonnel necessary to the patient progress in the first place. PATIENTS IMPROVE As patients improve more rap- dly today than they did five or 10 years ago, they have the de sire and the need to improve in all ways.

This means, according to Dr. Obenauf, expenditures for recreational and occupational therapy, for more supplies even simple things such as soap and combs, clothing and. other equipment which seem to be only bare essentials, but "all reflecting patient activity. Dr. Obenauf believes the image" of the hospital for the mentally ill is changing, and that in-service training for hospital personnel is one of the vital programs to maintain the chang ing concept of care on the part of the hospital staff.

To continue this emphasis on in-the-hospital training, as well as development of new methods and ideas, Dr. Obenauf faces the daily problem that training takes people away from duties in the hospital. The only answer is to sacrifice in some areas to con centrate elsewhere," according to Dr. Obenauf. This determination to improve services, despite the constant problem of understaffing (Pon- tiac, for instance, has one registered nurse for five floors of women patients, and one regis tered nurse on duty for the en tire hospital at night), is appar ent in all hospitals.

It would cost an additional $1.42 per patient a day to bring the professional staff at Pontiac up to American Psychiatric association standards. This would mean a total of 173 nurses, 620 attendants and 36 doctors. The hospital now has 44 nurses, 502 attendants and 15 doctors. It has asked, in its 1961-62 budget, for additions to bring the number of nurses up to 61: attendants to 500 and doctors to 19. COST TO RISE The average cost of care per patient per day at Pontiac in 1960 was $4.80 with every indi cation that it will continue to rise during 1961 and next year, as at other hospitals.

The aver age daily cost per patient for all six hospitals for the mentally ill IS $4.83. (Compare this to an averaee cost of $25 a day for bed and room and nursing care in private hospitals in Michigan. To this $25 is also added costs of all medications, plus psychiatrist fees, as well as other medical attention.)
