ST. JOHNS Keith Bushnell, chief engineer of highway design, will retire Sunday after 40 years with the Michigan Department of Transportation. Bushnell joined the department in 1949 as a traffic engineer after graduating from Michigan State University. He also served as a project engineer on the Lodge Freeway traffic survey in 1958, the first time television monitoring was. used on a freeway in the United States.

LANSING Hospital to offer series of childbirth classes Lansing General Hospital's next Lamaze prepared childbirth classes begin Monday. The classes begin the first week of each month at the hospital. CHARLOTTE Computer seminar available for farmers To help farmers learn how to use computers in their business, the Eaton County Cooperative Extension Service will provide an extensive workshop on the use of computer programs. The workshop will use FINPACK computer programs to help farmers prepare their own plans. The series will be taught by a trained staff and will include individual training sessions. The first group session will begin Jaa 17, the second on Jan. 31 and the third on Feb.

Health services under workers' compensation are escalating even more rapidly because the program has lacked the kind of controls or managed health-care programs that have become popular in the employee health field, Horwitz said. Medical costs now make up about 40 percent of all workers' compensation costs and are expected to rise to 50 percent by the year 2000, experts say. The alliance is a private statewide business and labor coalition that coordinated Associated Press State officials are scheduled to file regulations Thursday that are aimed at cutting more than 10 percent a year from the $350 million annual cost of workers' compensation health-care services. The new rules, which take effect June 28, are meant to slow the escalating cost of health care to employers especially small business.

The rules set maximum fees for medical and hospital services. They also set up a review process to determine medical need and assure quality of care. They were approved earlier this month by the Legislature's Joint Committee on Administrative rules. "The new rules should help significantly in containing the rapidly escalating cost of workers compensation health-care services, especially for small businessmen," said Larry Horwitz, executive director of the Economic-Alliance of Michigan. The cost of employee health benefits in Michigan has more than tripled during the the 18-month effort to complete the revamped rules.

The rules were required under legislation passed in 1981-82 to revamp the workers' compensation system. They were due for completion in 1984, but disagreements over their details especially between business groups and unions delayed the project. Two years ago, the state asked the alliance to help. The group had been founded to unite business and labor in improving the state's business climate. Representatives of doctors and hospitals also participated in fee-setting.

Horwitz said the group's goal was to develop rules that didn't impair the quality of care received by injured workers, but also didn't significantly increase paperwork for employers. About 40 health-care providers, labor groups, employers, insurance companies and business organizations supported the final program. Wesley, former owner and president of the Lansing Printing died Wednesday. He was 98. Wesley, a native of Nottingham, England, was a former member of Plymouth Congregational Church and the Country Club of Lansing, and a member of the Lansing Ki-wanis Club, the Masonic Lodge 33 and the City Club of Lansing. Wesley, of Lansing, served in World War I with a map-making unit in France. "He was very fond of talking about his experiences in World War said Welsley's nephew, George Wesley of Grand Ledge.

Harold Wesley also served in World War II. He also enjoyed gardening and oil painting. He is preceded in death by his wife, Roberta. He is survived by two nephews and two nieces. Funeral services will be 10 a.m.

SNYDER, LEON (STUB), 73, formerly of Grand Ledge, died Wednesday. Arrangements by Gorsline-Runciman Lansing Chapel. EATON RAPIDS WESLEY, HAROLD Lansing Age 98, passed away on December 28, 1988. He was born in Nottingham, England on February 18, 1890 and had lived in Lansing for many years. He was a former member of Plymouth Congregational Church, was a veteran of World War I and World War II, serving in the U.S.

Army. He was a former member of the Country Club of Lansing, an honorary life member of the City Club of Lansing, a life member of the Lansing Kiwanis Club, Lansing Lodge 33 F. A.M., Capitol Chapter 9 R.A.M. and Lansing Commandery 25 K.T. He owned and operated the Lansing Printing Company for many years.

He was preceded in death by his wife, Roberta in 1982. Surviving are 2 nephews, George Michael and his wife, Joyce Wesley of Grand Ledge, Trevor Gooding HOLMES, JENNIE V. Eaton Rapids Age 87, died Tuesday, December 27, 1988 at a Lansing hospital. Mrs. Holmes was preceded in death by her son, Elton Dale in 1945; and husband, Hiram Dale in 1987.

Surviving are her son, Leo and wife, Judy of Holt; 2 sisters, Mrs. Martha Benton of Gobies and Mrs. Fannie Price of Stock-bridge; 1 brother, Leonard Battin of Gobies; 4 grandchildren; 2 step-grandchildren; and 1 great grandson. Funeral services will be held Friday, December 30 at 2 p.m. from the Skinner Funeral Home, Eaton Rapids.
