The Ulki never got down to a serious discussion of a surprise ttark alert system because east and west were in total disagree Fine NYLONS i mm si ment on the very purpose ot me conference. The Soviet bloc made a vain effort at the 4V-hour final meeting to have Jan.

9 or any other date fixed for resumption of the Ulks. The western group, led by William Foster of the United States, firmly told the Soviet bloc it was useless to reconvene unless an agreed basis for the discussions could be established in direct contacts between the governments concerned. The conference agreed, however, to reconvene "as early as possible." East and west apparently had very different ideas of when this might be. The United States. Britain, France.

Italy and Canada represented the North Atlantic Treaty powers, and Russia, Poland, Czechoslovakia, Romania and Albania the Soviet bloc. The conference opened Nov. 10 and became bogged down from the start in procedural arguments from which it never merged. The western side submitted numerous technical proposals in the hope the Soviet bloc would agree to discuss these without bringing up political issues. To underline the western view that all political discussion was taboo, the western negotiators did not have delegate status, but were officially described as experts.

The eastern negotiators had the full status of delegates at a political conference. They were led by Russia's American-educated Deputy Foreign Minister Vas-aili V. Kuznetsov, who outranked the western experts like a colonel outranks a sergeant A box or more of beautiful NoMend nylons will make her heart beat faster!
