Willard Wirtz was sworn into office as secretary of labor Tuesday; in a ceremony attended by President Kennedy and high officials of government and the labor movement. The solemnity of the occasion was broken when, after brief speeches by Kennedy and Wirtz, the new officer grabbed his small, attractive wife and gave her a big kiss and hug.

When the clinch was broken, Kennedy stood looking expectantly and smilingly at Mrs. for a few seconds. She blushed becomingly but didn't give him a kiss. "The secretary is pretty, tough competition, Mr. commented C.

26 -Can a linquent boy be convinced that he should become a Traditional methods are being sidetracked in Genesee county in a cooperative effort to do just that-to steer such boys into a law-abiding life that seems, at first glance, to be terribly dull. Ten boys tabbed as "most likely to fail" in society have been brought into the research-oriented project under the auspices of the juvenile division of probate court. The object is to convince the boys bad that it being looks a from "square" their scoff- isn't as law viewpoint. The key weapon is group therapy, for both the boys and their parents. Many resources have been' drawn into the effort.

Joined with the court are the University of Michigan, Flint Child Guidance clinic and the Flint recreation and park board. The project also involves cooperation with Flint schools, particularly in school efforts directed at reducing dropouts. Part of a federal grant to the U. of M. is being used for consultation, training and research.

Basic findings of the Flint youth study, a federally financed program of the U. of M. are being applied. Outlining the new effort, Probate Judge George D. Stevens, said society in which must live is the best place in which to help boys adjust.

He contends that learning to adjust to routine in a reformatory often does not increase a boy's ability to fit into an acceptable pattern of behavior on the outside. Basic to the Genesee county project is the theory that delinquency is a "group product." And, the planners believe, if boys get into trouble as a result of their membership in some sort of informal group, a group should be effective in getting them back on the track. The 10 boys chosen early this year to form a group were all considered candidates for the Boys Training school. Between 15 and 17 years old, they all are on probation. The group is the means of convincing the boys that continued delinquency is their own responsibility.

In place of pressures from adult authorities, it is hoped pressures and disciplines will stem from involvement in the group itself. The idea is for a boy to turn to the group to work out his problems. Meetings of the group have been held at least twice a week since early in the year. What happens in them is largely up to the boys. Meeting "issistant is Jerome Rabow, an study director with the U.
