MICHIGAN, MONDAY, FEBRUARY 26. 1940 STRUGGLE AGAINST DECLINE Market Fails to Make Headway in Either Direction; Curb Also Weak By VICTOR EUBANK NEW YORK, Feb. 26 UP) The stock market struggled against downward tendencies Monday, but failed make much headway in either direction. Fractional declines in the early morning were partially erased going into the fourth hour, but not much appeared in the form of bulk transactions.

Among the issues following the downward path were Allied Chemical. Eastman, Westinghouse, Caterpillar, Union Carbide. United Aircraft and Southern Railway. Favored for a time were U. S.

Steel. Harvester. International Paper preterred. General Electric and American Telephone. Bonds and commodities shaded off 2 bit in irregular fashion.

Losers in a generally lower curb included Aluminum Co. of America, Consolidated Gas Electric B' Draper and National Steel Car. Wall Streeters were intensely interested in the present private mobilization of the aircraft industry to handle its huge backlog of orders and in the prediction that volume production of the British and French fighting planes would be well under way before the end of the year. Sweden's rigid exchange controls caused little apprehension of repercussions in other foreign countries. Because of the late 1939 expansion in rural trade, "standard business trends" predicted a 10 percent improvement in the first half of this year compared with the like period last.

26 (P) About 160 vessels have been transferred from American to foreign registry in the last 16 months, but maritime commission officials declared today that none of them was essential to national defense. European war increased the market for old American vessels with the result that 106 transfers of registry have occurred since September 15. The transferred vessels ranged in age from 20 to 50 years. and in size from small moior boats. through tugs and barges.

Calling All Dogs By ALBERT PAYSON TERHUNE Queer Phase of Rabies Scare More than a year ago. one of the mad dog scares swept my native state of New ever Jersey along with several other states.

As a result. drastic laws were enacted to stamp out the supposed peril. Chief of these laws was an ordinance forbidding dogs to run at large. They must be kept in enclosures or 011 the leash or else indoors. Robbed of his daily gallop, a dog loses much of his happiness and much more of his chance for health.

Then. last autumn, came the official hunting season. Influential men-many of them important voters-wanted to hunt. But how could they hunt without dogs? And how can a dog do any efficient hunting unless he is allowed to run at large? He can't do it in an enclosure or on the leash. Therefore, in most regions, the law was suspended--but only for bird-or-rabbit dogs for the duration of the hunting season.

To me, this seems unjust and idiotic. Isn't a hunting dog, running at large, as likely to go mad and to bite people as is your housedog or mine? If not. why not? Your dog and mine must stay tied or in a yard, while the -rabbit de is free to run unleashed for twenty of thirty miles a day. I wish some one would tell me the answer. BOSTON WOOL BOSTON.

Mrs. Pacia Wood Brisbin Mrs. Pacia Wood Brisbin 72. of 2300 Strathmore road died early Sunday morning following a brief illness. She was born in Lansing August 9, 1867 and had always resided here.

She was the widow of the late Frank Brisbin. She is survived by two daughters. Mrs. Olive Hagen and Mrs. Clara Olin of Lansing: a son, Harry Brisbin of Grand Ledge, and four grandchildren.

Funeral services will be held from the home Tuesdav afternoon at 2:30 o'clock. The Rev. Mr. Clarence W. Brickman will and interment will be in cemetery.

Net premiums for 1939 cedins, $3.742.645 as compared to $3. 083.839 for 1938. The combined assets of the Allstate Insurance company and its affiliate, the Allstate Fire Insurance company, amounted $5,490,770, an increase of $759.136. to 01 16.1 percent over the December 31. 1938 report.

The companies are now entering their 10th year and operate in 42 states. General R.
