THE 1980 Prison Overcrowding Emergency Powers Act is triggered when the state prison population is over capacity for 30 consecutive days. The act has been used nine times, and officials say the state is headed for another overcrowding emergency early next month.

Owen and others have proposed changing the law to put inmates eligible for early release in temporary facilities instead of freeing them. "If the statute can be amended, then the Department of Corrections can place prisoners in temporary facilities, avoiding early release until new prisons are built and other facilities are acquired," said Michigan Attorney General Frank Kelley, chairman of the Cabinet Council on Crime. By Th Associated Press The state Legislature still has time in its 1983-84 session to change the state law that allows the early release of some inmates when Michigan's prison system becomes too crowded, House Speaker Gary Owen says. Owen, D-Ypsilanti, said Thursday that despite the short amount of time left in the current legislative session, he would support immediate action to amend the early release law. Legislators and a gubernatorial crime council have criticized the law and called for some changes.

Young's war on crime is putting out to pasture the Detroit Police Mounted Section, which made friends with the people who curiously patted the horses and talked with officers at big events in the city. Included in his many church calls was serving as the District President; Stake High Council and 2 Bishoprics also including 3 years of service as a Missionary in New Zealand in the 1920's'. He was employed at Motor Wheel 26 years, retiring in 1967. 28,, 1984. Mrs. Vogel was born Feb. 8, 1928 in Henderson, Kentucky and was currently with the Social Security Administration with the Bureau of Hearings Appeals. She was a former substitute teacher with the Grand Ledge Public Schools and was a member of the Plymouth Congregational Church and the Rose Standish Circle.

Mrs. Vogel graduated from Elmhurst College, Elmhurst, Illinois in 1950 and did graduate work in Education at MSU. She was a teacher in the Henderson County Schools and the Nitro Elementary School, Nitro, West Vir-ginina. She also worked as a secretary in the Henrietta Schools in Rochester, New York and was a former resident of St. Albans, West Virginia and Rochester, New York before coming to Lansing in 1968.

She worked for the U.S. Army in 1974 and received an Outstanding Performance Commendation. She is survived by her husband of 32 years, Frank R. Vogel, 1 daughter, Carol Ann Gates of Anchorage, Alaska; 3 brothers, Charles Sasse of Fairbury, Illinois, Harold Sasse of Henderson, Kentucky and Donald Sasse of Salem, Illinois; 1 sister, Irene Davidson of Salem, Illinois; several nieces nephews. A Memorial Service for family friends will be held 1 p.m.
