Fred L. Kircher of the fifth ward Thursday announced his candidacy for the Republican nomination in the first district, Ingham county. Mr.

Kircher, who served four terms in the legislature as rep resentative of Lansing and Ingham county, seeks the seat being cated by Rep. Robert M. Montgomery. He served with Rep. Montgomery in the house.

Being semi-retired from business, Mr. Kircher says he would be free to devote practically all of his time to representing the district in the state legislature. He believes the annual sessions, set up by the constitution, make it mandatory that the elected representative devote almost full time to looking after constituent Interests. Serving in the legislature from 1939 through 1946, Mr. Kircher was chairman of the health and social aid and welfare committees.

He sponsored and championed the capitol development program and was active in the building sion of Michigan State college. Late this month, Mr. Kircher completes 20 years of service as an alderman, supervisor and member of many of the city's important governmental committees. He was president of the city council in 1932 and chairman of the Ingham ty board of supervisors in 1938. A resident of Lansing for 35 years, Mr.

Kircher now is prestdent 'of the Fred L. Kircher company, which supervises properties owned by the firm. He lives at S. Holmes st. While active in governmental affairs, Mr.

Kircher has found time to devote to civic, Masonic and church programs. Urges Two Flood Problems Laws The legislature was urged by Gov. Williams Thursday to enact two more relieve flood problems in Michigan. The governor endorsed bill prepared by Eugene C. Betz (R- Monroe) which would guarantee the federal government against damage claims for flood control projects installed by the army engineers, provide all lands and rights of way for such projects and operate the works according to orders of the secretary of the army.

The federal flood control assistance is impossible without these assurances, Williams said. James G. Moore, faculty member at Michigan State college, as dean of Franklin college, Franklin, was revealed Thursday in a United Press news dispatch from Franklin. Dr. Moore, Instructor in effective living, will take over his new duties at the end of the current school year. He has been on the college staff five years.

A graduate of M. S. C. in 1936, he obtained his master's degree at the University of Michigan and his doctor degree in 1951 at M. S.

C. Before affiliating with M. S. Dr. Moore taught two years each at Bad Axe and Grand Haven, served 54 months with the air force and was director of the veterans' institute section of the Michigan Education association in 1947.

Eight Area Girls Join Honoraries Eight girls from the Lansing area were among the 48 co-eds at Michigan State college inducted into two honorary societies Thursday morning. At the annual May Morning Sing, members of the Mortar Board, senior women's honorary, passed their caps to 13 juniors. The 35 new members of the Tower Guard, sophomore women's honorary, received pins from the retiring members. Dorothy Glupker, Mortar Board president, announced that Margaret Fuller of East Lansing was accepted into the organization. Doris Humes, president of Tower Guard, revealed that Marilyn Baumer and Mary Rouse, both of Lansing; Alice Haak, Sheila Harper, Alice Severance, Marion Steinbauer and Margaret Fuller, all of East Lansing, and Louellen Miller of Williamston, were inducted.

22 Cancer Fund At $16,500 Booths Set Up at Eight Downtown Locations; Goal Is $21,000 Cancer booths set up by the Ing. ham County Cancer society in behalf of the annual fund-raising drive were receiving contributions at eight downtown locations Thursday morning. The fund stands at $16,500. The goal is $21,000. W.

Herald Thaman, 1309 D. Mt. Hope who is in charge of the booths, said that 11 organizations will provide personnel for the three days that the booths will be operated. The following organizations are participating: Catholic Women's club, College Women's Volunteer Service, Council of American Legion auxiliary, Junior League, Methodist women, Jewish Women's Aid, Chi Omega alumni, East Lansing Women's Lutheran church Kappa Gamma, Alpha Phi, and the Pilot club. Backs Plea Of Insanity Psychiatrist Says Ellis Was Mentally Deranged at Time of Shooting By FRED OLDS (Journal Staff Writer) Testifying for the defense in the "Happy" Ellis a trial Thursday, a psychiatrist told a circuit jury that in his belief Ellis was insane when he shot J.

W. Travis. Ellis, 46, of 810 E. Sheridan is charged with assault with intent to commit murder as the result of the shooting last Oct. 11 in the north parking lot at Fisher Body.

The defense contention that Ellis was temporarily insane at the time of the shooting was bulwarked by Thursday's testimony offered by Phelps Sheets, medical superintendent of the Traverse City state hospital for the insane. The victim, 46, of 818 Jerome was wounded twice by bullets fired from a gun in the hands of Ellis, police detectives said, when the latter found Travis sitting in an automobile with Mrs. Ellis. The psychiatrist's claim of Ellis' insanity came in answer to lengthy hypothetical question posed by Kim Sigler, defense counsel, which contained much of the direct testimony which Ellis gave from the witness stand Wednesday afternoon. Posing the defendant as a religious man who neither smokes nor drinks, the question, covering three typewritten pages, outlined events in Ellis' life leading to the shooting.

It presented testimony showing that Ellis had made repeated attempts at a reconciliation and said he went to the parking lot the afternoon of Oct. 11 "with the further hope of persuading his wife to return home and quit running around with Travis." It set forth that Ellis procured a gun which had been lying in a trunk in the basement of his home for several months, and claimed that Ellis carried the gun with him at that time because he felt that with it he could prevent Travis from attempting to assault him or quarrel with him. The question added: "As he looked through the window on the right hand side of the car he observed that the said J. W. Travis had his arm around defendant's wife, and further observed that her dresses were pulled up above her knees, and upon observing these facts, he lost complete control of himself." It continued that in the ensuing moments Travis made a lunge at Ellis, that Ellis hit Travis with a dinner pail he was carrying, but in the course of the scuffle the defendant does not remember shooting the gun, hearing the report, or knowing what took place.

It also contends that his reason at the time was so disturbed by passion and nervous tension, worry and loss of sleep, that he did not know what he was doing. The question concluded: "Assuming these facts to be true, state whether or not in your opinion the defendant at the time of the shooting was sane or insane." "Insane," the psychiatrist replied. Mr. Sigler earlier had flown Ellis in his plane to Traverse City to be examined there by the medical man. As Dr.

Sheets concluded his testimony, he was cross-examined by Prosecutor Paul Younger, who tried to break down the contention that the defendant was insane at the time of the shooting. Mr. Younger read from a statement given by Ellis to police in which the defendant recalled varjous events at the shooting from memory. Mr. Younger and Mr.

Sigler dueled sharply on several occasions as to how the prosecutor should phrase his questions. As the prosecutor concluded his crossexamination, Mr. Sigler asked the psychiatrist if it is possible for an insane person to have memory. The psychiatrist answered "yes." The case is not expected to go to a jury until Friday. Before that, however, the prosecution will take testimony from its own psychiatrist, Dr.

Frank W. Schwartz of Battle Creek. Michigan Dahlia Readied The Michigan Dahlia association will hold its annual dahlia auction at the Michigan State college horticulture building Saturday from to 10 p. m. A.

E. Cadwell, resident of the association, said Thursday that more than 1,000 dahlias are on hand for the auction. He said Carl Sattler of Toledo, 0., will be auctioneer. Proceeds will be used for eduthe association for the annual cational programs, carried on by dahlia show. The auction is open to the public.
